Arkansas school voucher program rules clear first legislative hurdle

The Legislature’s Joint Education Committee on Monday recommended approval of proposed emergency rules that will govern the state’s new school voucher program. The recommendation will next be considered by the Arkansas Legislative Council’s executive subcommittee Thursday. Created under the LEARNS Act, the Educational Freedom Account program provides up to 90% of the annual per-student funding rate for use on allowable education expenses, including private-school tuition. EFA funding for the 20232024 school year will be about $6,660 per child.

NEA Co-Op to destroy records

The Northeast Arkansas Education Cooperative will destroy the records of students who transitioned, moved, or for any other reason left the ABC, Special Education, or HIPPY Programs in the 2015-2016. The records will be destroyed on October 1, 2023.

GCT hosts Kids Clothing Trade Day

With the 2023-24 school year around the corner, Growing Corning Together is looking to alleviate the cost of school clothes for local families. The nonprofit is hosting the first Kids Clothing Trade Day for students attending Corning schools and Clay County families on August 5 from 8 a.m. until 6 p.m. The city of Corning has provided the location, the M.B. Ainley, Jr. Community Center, for the event.

Courier to keep publishing

As the Clay County Courier came out in the newspaper racks last Thursday and arrived in the local mail on Friday, July 14, many people learned of the closing of Corning and J.V. Rockwell Publishing Companies. The history of Corning Publishing began in 1966 after the Rockwell’s purchased the Clay County Courier in 1962. Then J.V.R. was formed in 1980. The Clay County Courier was the beginning and foundation of what would become two publishing companies that distributed publications across the United States.

QC addresses vicious dogs issue

There was a single ordinance on the agenda to be considered by the Clay County Quorum Court during the July meeting on Monday, July 17 at 7 p.m. at the Eastern District Courthouse in Piggott. Ordinance 2023-17 was an appropriation ordinance to amend the Clay County Annual Budget Ordinance 2022-35 and to appropriate professional development recognition payments and for other purposes. The Professional Development Recognition Payments funded by the State of Arkansas are to qualifying personnel who actively work with property taxes. The lump sum payment of a professional development recognition payment shall not be incorporated into the county base pay of a constitutional officer or a county employee for future salary adjustments. It is subject o withholding or all applicable state and federal taxes, but not subject to retirement benefits. The professional development recognition payments shall not be construed to be part of a county officer’s compensation.
